Because I'm that kind of geek I went through the absolutely awesome George Perez cover for Infinite Crisis #7 (told you there was going to be a big battle!) and tried to identify all the characters. I was -- fittingly enough -- able to identify fifty-two distinct personages. The ones I'm not sure of I've written in italics. The person who 35 is punching (right under Mary's elbow) looks like Scarecrow. So 35 might be Nightwing.
#9 would be Black Bolt, I believe.
I believe 5 is the Weather Wizard being manhandled by Metamorpho, but you have both of them listed already, so I'm not sure who you are looking at for 5.
9 is Bolt, an old Blue Devil villain, who has also shown up in Suicide Squad, and other various titles.
20 is Neutron, once a member of the Fearsome Five?
I agree that 35 is Nightwing
